Collage on a canvas is adding other things to the painting besides paint, paper, flowers, You can take the original painting and add the other things by puting modge podge down, where you want it. then modge podge over it if you want a smooth surface or you can leave it with just the surfave free of the modge podge. MP is typically used for decoupoge and you can find in any craft store.
For paint. net I do not have experience. But you would probably take othre images and superimpos on section of the painting.
