How do I make an coded layout (HTML) for my website using Paint.Net?

Can anyone tell me how to make a coded layout (HTML) for my website with Paint.Net? I really need help! Or Gimp 2, or any free image editing program! As long as I can use it to make a coded layout (HTML) for my website! How do I make an coded layout (HTML) for my website using Paint.Net?
You can't use an image editor to code HTML...

You can use an image editor to produce a web design... that is, a rough-up of what the final website will look like, including the graphics which will go on the website. But to actually get the HTML written, you must do that in a different program like Notepad, another text editor or a WYSIWYG web editor like Adobe Dreamweaver.

Best of luck. Here are a few great tutorials for producing web layouts in gimp, since it tends to be better supported than Paint.NET:

Image editors produce images.

A few can also generate some HTML to display those images - but the results are inevitable awful.

If you want HTML, then write HTML.
