Why wont my moving picture move when i open it on paint net?

I want my pic to move


Cause i have a moving background and when i open it on paint net it doesn't move.


I want to make a picture with a moving background and a not moving picture in front of it.Why wont my moving picture move when i open it on paint net?
Paint.Net cannot create animated pictures.


Look for another program and can create animated pictures.
